信息技术标准化问题是被相关学科长期忽视的一个关键性的前沿研究领域，对发展中国家标准制定问题的理论研究更是严重缺乏。论文结合我国信息技术服务标准制定和试点的契机，研究信息技术服务标准的制定过程，分析标准化联盟的企业参与动机和社会网络，对标准化过程中的政府职能进行探讨，从而为完善我国信息技术标准化的管理过程，加强国际标准的自主制定提供有益借鉴。
英文摘要：
The process of developing IT-based standards is a phenomenon that had been neglected in the IS literature for dec- ades. In this paper, we nont only investigate a country--level case study of the creation of IT service standards in Chi- na and the drivers and social networks of firms that participate in standard development, but also discuss the role of government in standardization. Our research offers implications for governments and policy makers to establish a sup- portive environment to stimulate development of standards, and to achieve successful standardization outcomes.
