It＇s indicated the perception of integrated risk management（IRM） by mcdeling thoughts of soft system. Correlative system and base definition is given as well. Based on compares of expectation and changes, correlative system and scene perception,it＇s formed a general conceptual model of IRM,which emphasizes integration of target,organization, method, information and culture.
