To make a cityscape planning for implementation and management, the paper tries to establish a ＂zoning-unit＂ planning control system, divides the content into two general categories and ten small landscape elements, which are connected to regulatory planning charts. The fi nal product includes cityscape unit chart and building guidance, to make the planning better for implementation and management.
