The lack of social capital is an important factor for the difficult development of the countryside, and returned elites are therefore of positive significance. Returned elites from the city could organize village constructions with their own advantages. They would be the core of rural community to build internal and external social network connection, and help the villagers to establish a sense of community. Furthermore, they could also maintain the social norms in the countryside to bridge the government and the village. Chen Tongkui＇s project could fully explain the efficiency of returned elites in village constructions.
