China has entered a new period of building a moderately prosperoLis society in all respects. In order to promote housing system reform and industrial development strategy proposed in Tbirteentll Five-year Plan, it is necessary to form a more well-developed housing policy and modern real estate market system as soon as possible. These institutional systems should be compatible with the socialist markei economy with Chinese characteristics, in line with social objectives and values of housing policy, and cultivale an advanced generalized preferential housing mode in the future. The upgrade and sustained, healthy development of real estate industry and modernization of housing system in tiffs mode could be encouraged by the synergy effect between housing policy reform which is the core of institutional innovation and industrial informatization ＆ industrialization which arc the key points of scientific and technological innovation.
