介绍了雨洪管理与控制现状,指明有必要在国内进行最佳管理措施决策支持系统(BMPDSS)的推广与应用。BMPDSS是由美国环境保护署(USEPA)和马里兰州乔治王子郡联合开发的适用于小尺度场地或大尺度流域层面的决策支持系统,不仅支持流域水文/水质模拟与分析,还能够对多种最佳管理措施(BMP)进行类型确定、选址、实施效果模拟及优化布局,最终提供最经济、有效的雨洪管理与控制方案。详细阐述了BMPDSS的功能模块、模拟原理,以及TetraTech对BMPDSS进行的改进,并将其与其他常用水文模型与评估工具进行比较,指出BMPDSS存在的不足并提出改进建议,以期对国内雨洪管理与控制措施的设计、评估与规划管理提供借鉴性意义。
The status of domestic stormwater management was pointed out that promotion and application of Best Manage and flood control was introduced, and it ment Practice Decision Support System (BMPDSS) are necessary. BMPDSS was developed by the United State' s Environmental Protection A- gency and Prince George' s County, Maryland. BMPDSS can not only perform hydrology modeling and quality simulation, but also make strategies for Best Management Practices(BMPs) configuration, place- ment, modeling and layout optimization so as to provide the most cost-efficient scenario for stormwater management and flood control at both the site scale and the watershed level. Detailed elaboration of BMP- DSS's modules and principle were conducted, and BMPDSS was improved by Tetra Tech. Comparisons with other hydrologic models and evaluation tools were made so as to pick out shortcomings of BMPDSS and put forward some suggestions, which may set excellent examples for the design, assessment and plan- ning of domestic stormwater management and flood control measures.
