This paper designs the evaluation index system of emergency logistics outsourcing suppliers according to its features,uses the ANP-TOPSIS model to determine the objective weights of the selected criteria and analyzes the ranking of the outsourcing suppliers; though an empirical research is conducted to provide a theoretical basis for government to choose outsourcing suppliers.
