In order to improve the average cross-efficiency evaluation in data envelopment analysis（DEA）, the paper regards a decision making unit（DMU） as an evaluator, proposes and achieves the concept of the reliability level based on the idea of the reliability transition and the calculation of the transition matrix. Then the weighted average cross-efficiency evaluation is achieved by taking the reliability level as the weight. Finally, a numerical example is illustrated to examine the validity of the proposed method.
