十三五时期是我国从投资和外向型经济驱动为主加快向科技创新驱动和内需拉动转型发展的重要阶段。区域发展格局在转型发展中的变化将成为人文与经济地理学研究新因素、新机制的新命题,而且对中央和地方政府应对转型中促进区域协调发展的政策体系具有重要意义。文章采用统计数据分析传统发展模式——投资和外向型经济驱动下形成的区域发展格局的基本特征,得出以下结论:投资拉动区域经济的力度随着区域经济发展水平的降低而显著增加,外向型经济对区域经济的拉动作用随着区域经济发展水平的提高而明显增加;科技创新对区域经济贡献程度在省际层面正逐步超过投资和外向型经济的贡献;当前科技创新能力的区域差距大于当前经济发展水平的区域差距。在此基础上,进一步讨论了科技创新能力对未来区域发展的作用及区域发展格局有可能强化"沿海—内陆"梯度的前景,提出在创新驱动下我国区域间发展差距将会进一步拉大的预测结论,从而说明统筹科技创新驱动战略同协调、均衡、共享等区域发展理念的必要性。针对欠发达的中西部地区在新一轮发展中最大短板是科技创新能力落后,为避免中西部欠发达地区在新一轮起跑线上就落伍,提出了着力资源优势转化、激活"三线"科技创新潜力以及打造创新链条等培育中西部欠发达地区科技创新能力的政策建议。
The Thirteenth National Five- Year Plan period will be an important stage that the mode of economic development will transform quickly from investment and export- oriented economy into scientific and technological innovation and domestic consumption. The changes of regional development pattern transition will are new propositions of new factors and mechanisms in human and economic geography research, meanwhile it's very meaningful that central and local government make policy system to promote the coordinated development of regions in the transition time.Based on the statistics analysis of the basic characteristics of traditional development mode that the pattern of regional development was formed by investment and export-oriented economy, we can get the following conclusions:Firstly, the strength to stimulate the regional economy by investment is increased significantly with the loss of the regional economic development level, meanwhile the strength to stimulate the regional economy by export- oriented economy is obviously increased with the improvement of the regional economic development level; Secondly, the contribution degree of scientific and technological innovation to the regional economy at the provincial level is gradually over investment and export-oriented economy; Thirdly, scientific and technical innovation ability is greater than the current regional gap of the economic development level. On those bases, we further discuss the impacts to regional development influenced by scientific and technological innovation ability and the prospect that the regional development pattern is likely to strengthen"coastal—inland"gradient, then put forward forecast conclusion that the regional development gap will be further expanded by scientific and technological innovation. Those indicate that it's necessary to plan as a whole between scientific and technological innovation driven strategy and regional development concept of coordination, balance, and sharing.
