生态宜居城市应当是偏重在生态方面的宜居程度。构造出包括资源利用、人居环境、生态维护、污染处理4个准则层共计19个指标的生态宜居城市评价指标体系。运用AHP法,对河南省生态宜居城市建设进行评价,肯定了河南生态宜居城市建设的成就,但也存在资源利用效率不高、生态维护投入资金不足、污染治理力度参差不齐、环境质量有待提高等问题,提出加快河南生态宜居城市建设的对策建议,包括：加快经济发展方式转变,实现转型升级;加快城市发展模式转型,实现精明增长;节能减排;加强生态维护。
英文摘要：
Ecological livable city should be emphasis on livability in ecological terms. This paper sets up an index system for evaluating ecological livable city which contains 19 indicators, including resource utilization, living environment, ecological maintenance, pollution treatment. By using of the AHP method, it evaluates the ecological livable city construction in Henan Province, affirms the achievements of ecological livable city construction in Henan.However, there are some problems such as inefficient use of resources, inadequate investment funds for ecological maintenance, uneven efforts for pollution control, low quality of the environment and so on. This paper gives some suggestions. The first is to accelerate the transformation of economic development to achieve the transformation and upgrading. The second is to accelerate the transformation of urban development to achieve smart growth. The third is to save energy and reduce emission. The fourth is to strengthen ecological maintenance.
