实行分区污染控制与管理是开展流域污染综合防治的有效措施。基于“近岸海域-入海河流-沿海地区”协同管治的理念,综合运用压力-状态-响应(P-S-R)模型、层次分析(AHP)、聚类分析法,从污染压力、水体自然净化能力、水环境状况三方面构建水环境健康评价系统,将南黄海近岸海域分为海洲湾、灌淮、苏北浅滩、长江口4个控制区。按照分区控制的思路,对各区提出了相应的污染控制对策。
Partition management is an effective measure to prevent and control watershed pollution. Considering the pollution stress, water purification capacity and water environmental quality, a compre- hensive evaluation system was established using the pressure-state-response (P-S-R) model,the analytic hierarchy process (AHP) and the clustering analysis. Based on the system, this paper investigated the water health division of the south Yellow Sea coastal zone and put forward the corresponding pollution control measures.
