立足我国和上海市农产品加工发展现状，利用对上海市农产品加工企业微观调查获得的数据资料，从企业生产经营和产业融合与带动两个角度分析了上海市农产品加工产业发展中存在的瓶颈问题，并从顶层制度设计和发展路径优化两个方面提出了上海市农产品加工的发展思路。研究发现：上海市农产品加工产业发展中还存在地产农产品缺乏、用工成本提高、生产研发资金不足、政府扶持政策作用有限、品牌建设和市场开拓难、促进三产融合作用难以发挥等问题；上海市应该在明确发展农产品加工必要性、可行性以及概念界定、目标与方向的前提下，从建立和完善政府监管体系以及企业管理体系方面寻求突破。

英文摘要：

Base on the current development situation of agricultural product processing in China and Shanghai , the data obtained from the microscopic survey of enterprises that specialize in agricultural product processing in Shanghai were used to analyze the bottleneck problems in the development of agricultural product processing industry in Shanghai from two aspects, namely, the integration of enterprise production management and industrial integration. Besides, the thoughts for the development of agricultural product processing in Shanghai were proposed from the top-level system design and development path optimization. The results showed that many problems exist in the development of agricultural product processing in Shanghai, such as shortage of local agricultural products, high labor cost,insufficient funds for production, research and development,limited influence of government policy, difficulties in brand construction and market expansion, as well as the integration of three industries. Shanghai should clarify the necessity to develop the processing industry of agricultural products, try to establish and improve the regulatory system of the government under the condition of knowing the feasibility and concept,goals and directions.and try to make breakthrough in terms of its enterprise management system.
