The quality of seed is a lifeline for seed enterprises, and scale of operation is the basic guarantee of making profits. Meanwhile, the choice and establishment of a seed-production base, and the pro ducing and collecting of seeds are all vital factors to determine if a Chinese seed company can exist, develop and expand. At present, Chinese seed companies encounter a number of difficulties such as base construction, uniform criteria of management and quality seed collection. From the perspective of transfer mechanism of land transaction, the authors analyze the feasibility of moderate-scale management and find out effective methods to strengthen and expand the scale of Chinese seed enterprises.
