英文摘要：
Since 1980s, the semi-official educational think-tanks have played an important role in the educational policy-making process in Hong Kong. The think-tank has two features,one is its attribution of ＇semi-official＇, the other is the integration of professional intelligence and multi-interests. Basically, the semi-official educational think-tank has four functions： providing expertise and improving the scientificity of policy; integrating different interest appeals and improving the policy legitimacy; improving the procedural democracy; policy promotion.
