高寒区水土资源联合调配的若干关键问题

高寒区独特复杂水问题的关键成因是"人地争水"和"人水争地"未能得到有效解决,亟需创新水土资源联合调配理论与方法。在传统方法基础上,系统梳理了高寒区水土矛盾及其成因,提出水土资源内涵,剖析水土资源的相互作用机理;构建高寒区水土资源联合调配的技术框架,并详细阐述高寒区复合系统生态需水过程评价与整合、基于水的生态服务功能的坡面系统用地评价、基于生态环境功能区划的河道系统用地评价、基于低碳发展模式的高寒区水资源合理配置和面向水安全及生态安全的高寒区水土资源联合调配等关键技术。高寒区水土资源联合调配技术将为山水林田湖生命体维系、生态用地红线确定和最严格水资源管理提供技术支撑。

英文摘要:

The key reason of the unique complex water problems in the alpine region is that the "striving water between human and land" and the "striving land between human and water" were not solved. It is urgent to innovate the theory and method of united allocation of water and soil resources. Based on the traditional methods, the contradiction between water and land in the alpine region and its causes will be systematically investigated and the connotation of water and soil resources will be put forward.The interaction mechanism of water and soil resources will be analyzed and the technical framework of the united allocation of water and soil resources in the alpine region will be constructed.It involves with five key technologies, includingthe evaluation and integration of ecological water requirement process in composite system of alpine region, evaluation of the land use in hillslope system based on the ecological service function of water, evaluation of the land use in river system based on the eco-environment function regionalization, the rational allocation of water resources in alpine region for the Low-carbon development mode, the united allocation of water and soil resources towards water security and ecological security in alpine region. The integrated allocation of water and soil resources in the alpine region will provide direct support for the conservation of the "mountain - water - forest-field-lake community life body", the determination of ecological red line and the most stringent water resources management.
