This paper makes study on 2011 public RD expense of France,and some main characters are drawn from the analysis.The public RD expense of France increases greatly in 2011;the mission of research and high education is taken priority in the budget.In virtue of two new channels,the whole budget in the field of high education and research increases tremendously 4.7 billion Euros in 2011.At the same time,the amount of program grants of French National Research Agency goes up bristly.French RD Tax Credit（CIR）,which is getting more and more popular to the French firms,increases steadily.France invests for today and future by the program ＂investissements d＇avenir＂.In 2011,the first investment goes totally into the field of high education and research,which enforces public outlays for RD.
