依托GIS技术,提出了一种在中心城区内进行工业用地调整的空间决策支持方法。该方法由潜力评价、政策约束、方案一致性比较三个步骤组成,以城市用地的空间布局优化为出发点,获取工业用地调整空间位置和时序。潜力评价使用多准则评价方法评价中心城区内现有工业用地的调整潜力。在政策约束中,将影响工业用地调整的不确定因素归纳为不同的外部政策,根据外部政策修正潜力评价的结果,得到政策对应的工业用地调整方案。通过多个方案一致性比较,可以为总体规划中的土地使用空间布局提供参考依据,也为相应的工业用地调整政策制定提供空间决策支持。
This paper presents a GIS-based spatial decision support approach for adjustment of industrial land in urban area. This approach takes the optimization of urban land spatial layout as the starting point. It is composed of three steps: potential evaluation, policy constraint and uniformity comparison. The output plan includes the spatial location and schedule for adjustment of industrial land. The potential evaluation analyses the potential of the existing industrial land adjustment in urban area by using multi-criteria evaluation methods. In policy constraint, the uncertainties affecting adjustment of urban industrial land are concluded as alternative policies. Potential evaluation output map is modified by policy constraints to produce alternative plans for adjustment of industrial land. The uniformity comparison of these plans will finally provide spatial decision support to land- use plan in comprehensive planning as well as the policymaking of urban industrial land adjustment.
