How to estimate the strength parameters of rock mass by utilizing the site investigation and indoor rock mechanic tests is always a hard problem that all the geotechnical specialists to solve, the Hoek- Brown criterion has offered a good approach to solve this problem. This paper deals with the origin, development, present developing situation and application of the Hoek-Brown criterion in detail, and introduces the latest Hoek-Brown criterion and estimate method of rock mass strength. At last, the author, combining a large-scale hydraulic power project, describes the application and the effect of this method, which proves that this method can fully solve the problem to estimate the strength parameters of rock mass, is of good application effect and wide application prospect.
