This paper argues that there are three key issues related to the government procurement in the field of public service of S＆T ： ＂what to buy＂, ＂where to buy＂, and ＂how to buy＂ . In this paper, the authors briefly describe the contents of service, ways to purchase, opportunities and difficulties, and then explore the implications of experiences on the public service platform of S＆T innovation in Zhejiang province. Finally, some advices are given for the policy-makers.
