In this paper, we propose a novel inter-users' group interference coordination (IUIC) scheme for a hybrid orthogonal frequency division multiple access (OFDMA) system that consists of the Device-to-Device(D2D) commu- nication and the conventional cellular communication. The novel radio resource allocation scheme aims to balance be- tween IUI minimization and frequency reuse factor (FRF) maximization. Firstly, the cell-edge D2D user equipments (UEs) are divided into a different group based on users' geometry, then the groups are allocated available band- width, which includes both orthogonal resource and non-orthogonal resource. Next, different allocation strategies are applied correspondingly to different resource. Simulation results show that the proposed scheme can significantly re- duce blocking probability, especially for networks with over-loaded spots in the cell-edge D2D UEs' group.
