基于技术创新链的视角,将区域科技创新系统分为技术研发和技术应用与改造两个子系统,运用多阶段超效率DEA模型测度两个子系统及区域科技创新系统的发展水平;在此基础上,再采用协同发展度模型.对我国科技创新系统的协调发展度进行研究,发现我国区域科技创新系统发展水平整体呈现偏低,其协调发展度也处于“弱协调”状态,且各地区之间的差异较大。依据其协调发展度的状态将我国各省区划分为四类,深入分析协调发展度的特征和原因,针对不同的类型提出针对性的政策建议。
Based on the technology innovation chain perspective, the regional innovation system is divided into R&D and technology application & transformation, using multi-stage super-efficiency DEA models to measure the two subsystems and regional innovation system development. On this basis, the paper employs joint development model of China to analyze the coordinated development degree of China regional innovation system. The study indicates that: China regional innovation system showed low overall level of development; Coordinated development is also in a "weak coordination"; The difference of each region is high. The paper divides the sub-industries into four categories jading by the degree of coordinated development, and makes suggestions accordingly.
