财政投资具有明显的政府主导拉动经济增长的特征,但投资效率较低,通过对其进行结构调整可以将资源从低效率部门转移到高效率部门。通过VAR模型检验发现,财政投资促进了河南经济增长,但影响较弱,对GDP增长贡献度有限。财政投资存在产业、城乡布局不合理,交通、水利、电力等经济性基础设施占比过大,教育、科学技术、社会保障、文化卫生等社会性基础设施投入相对不足问题。应通过调整财政投资结构,完善监督管理制度,更好地满足社会公共需求,提升投资效益。

Government - dominated model is clearly characteristic of Henan financial investment with a feature to drive economic growth. From the perspective of the source of capital, an accurate measure on the financial investment is made based on the budget fund. The VAR model test demonstrates that financial investment has promoted the Henan economic growth, but the contribution to GDP growth is limited and the influence is weak. Overall arrangement of financial investment is unreasonable in the aspects of industry, urban and rural areas. The investment in economic infrastructure such as traffic, water conservancy and electric power constitutes a large portion while the investment in the social infrastructure such as education, science and technology, social security, culture, health is not enough. Therefore, adjusting the financial investment structure as well as perfecting the supervision and management system will lead to better meeting the social public demand and improving investment returns.
