With deep changes in the environment home and abroad, the traditional opportunity that China is simply incor- porated in global labor division system for expanding exports is weakening, and foreign economic development pattern needs changing. Such changes in turn force us to expand domestic demand, improve innovative capacity and promote the changes in e- conomic development pattern, which provides new strategic opportunity for speeding up the changes in foreign economic develop- ment pattern. As a result, the new openness need to firmly grasp the strategic base for expanding domestic demand, converting the advantages of the scale of demand market into new advantage of foreign economic cooperation. It is necessary to implement eco- nomic development innovation- driven economic development strategy and speed up the structural adjustment and transition up- grading of export- oriented industries. Moreover, it is necessary to speed up the changes in economic development pattern and combine domestic development with foreign economic development. This is a strategic choice to grasp new strategic opportunity and speed up changes in foreign economic development pattern.
