The industrial structure is an important factor of regional modernization. It is a common practice in developed countries and regions to realize regional modernization through the optimization and upgrading of the industrial structure. At present, many areas in China are in the middle or later stage of industrialization and science and technology innovation has become the main power to lead the optimization and upgrading of industrial structure. Since innovation leads to the industry upgrading, the present urgent need is to realize the strategic change from inviting investments to attracting talents, from passively using technology spillover of foreign investment enterprises to initiatively going out looking for technology, from using the late-development advantage to taking preemptive strategy, from disconnection in innovation and entrepreneurship to enterprise-university-research integration, from pursuing the aim of ＂ big and complete＂ to forming a unique regional industrial network.
