本文采用政策文献量化研究的方法,以1949-2010年中国中央政府颁发的4707件政策文献为分析样本,采用共词分析和聚类分析的研究方法,研究了不同历史时期科技创新政策主题聚焦点的变化。研究发现,中国科技创新政策在"国际合作"、"人力资源"、"体制机制改革"和"研究发展重点"四个领域发生了显著的政策主题变迁,反映了不同阶段价值理念、政策目标、政策工具、政策资源等的嬗变过程,呈现出我国科学技术的全球治理能力日益增加、自主创新在特定时间阶段逐步成为政策热点、科技人才政策日趋全面完善以及科技体制改革不断深化等演进规律与变迁趋势,同时还可发现,"基础研究"一直未能成为可辨识的科技创新政策聚焦点,显示出"基础研究"在中国科技创新政策体系中一直处于式微状态。
his paper examines the key words change in the focus of China's science & technology innovation policies in differ- ent periods by using quantitative research methods of policy documents such as co - word analysis and cluster a- nalysis, based on 4,707 policy documents issued by China's central governments from 1949 to 2010. According to recent studies, China's science & technology innovation policies had changed significantly in terms of human re- source, structural reform, international cooperation and research development, which reflects the changing process and changing law of values and ideas, policy objectives, policy tools and policy resources at different stages. Fur- thermore, China's science & technology development has made great achievements, including the growing ability of global governance, fully matured science & technology policies on talents, deepening reform of science & technol- ogy, and the gradual hot topics of independent innovation at a specific time period. On the contrary, basic re- search has not become a distinguished policy focus and its degree of importance is relatively declined.
