在国家大力推进科技创新的背景下,地方高校成为服务地方经济发展和促进技术创新的重要主体。为消除投入产出的时滞性及偶然因素,文章采用时期数据、应用数据包络分析法对全国31个地区高校的科技成果转化效率进行分析,并对效率分析结果进行聚类分析。研究发现,各地区高校成果转化的技术效率均值大于规模效率均值,综合效率较低主要是由于规模效率低所致;产出不足主要集中在科技著作数、国家项目验收及专利出售收入三个指标上,西部地区高校科技资源投入亟待加强。
In the background of promoting innovation of scientific and technological in country , local universities become important members of innovation system. To eliminating time-lag , the paper calculates the transformation efficiency of scientific and technological achievements with times data in 31 districts of China , and analyzes with cluster analysis method. The results show that mean efficiency of technical is bigger than that of scale , lower scale efficiency is the main reason that causing lower comprehensive efficiency; deficiency in output are mainly centered in the following indexes: the number of science and technology works , accepting national projects and income of patent sale, while the input resources of west needs to be strengthened.
