Public crisis has been increasingly normalized in the era of the global risk society.Studying the public crisis must use the new theoretical perspective.From the governance theory,public crisis governance is a common cause of government and citizens,so how to locate the roles of citizen participation is particularly important.The roles of citizen participation in public crisis governance should be a preventer to discover crisis and offer professional recommendation,a provider to deal with crisis and offer direct service,an information respondent,a supervisor of public resource mobilization and allocation,and a bearer of practical function in the post-disaster reconstruction.Of course,the roles realization of citizen needs to achieve synergy with the role of government.
