In the multiple-center supply system of public goods, the relationship between government and non-governmental organizations and their game form are the focus of the development of the multiple-center supply system of public goods. Through a game analysis of the behavior set allocation of government and non-governmental organizations, the paper discusses three possible game equilibrium, and then analyses deeply the relationship between government and non-governmental organizations and their different management modes under different game equilibrium. Based on the evolution of equilibrium and the growing public demand for public goods, the paper puts forward related suggestions for system design from the aspects of external policy environment, space of government＇s self development and its support for non-governmental organizations..
