基于数据包络分析法（DEA）对我国西部十省（市、自治区）的天然林保护工程政策的实施效率进行评价。经测算，2001～2011年西部地区天保工程政策的技术效率均值是0．910，全要素生产率增长率为-9．00％，政策效率的变化主要受技术进步因素的影响。最后，从投入产出要素视角提出相应的优化建议。

The implementation efficiencies of Natural Forest Protection Program in ten provinces of Western Chi- na were evaluated in this paper on the basis of DEA method. According to the measurement, the average technolo- gy efficiency is 0.910, the growth rate of the whole productivity ratio is -9.00%, the changing of efficiency is main- ly affected by the technical progress. Finally, some related optimizing suggestions were put forward from the view of input and output factors.
