The equalization of basic public services is a major decision with strategic significance.How to achieve the balance of fairness and efficiency is a permanent issue.This paper conduct a comprehensive and systematic research and design,through regard- ing the public cultural services of Guangzhou City as an example,on the basis of in-depth research of the relevant circumstances, and focusing on how to enhance the existing efficiency of Guangzhou City＇s equalization of public services.The purpose is in order to provide a reference on further improving and promoting the equalization of basic public services system and policy arrangements for the municipal government of Guangzhou.
