Equipment manufacturing industry is the basic and strategic industry which could provide technical e- quipments for all industries in national economy. There is a comparative advantage for developing equipment manufacturing industry in Jilin old industrial base. But this development is also faced with severe challenges, and one of them is a lack of innovation capability. There needs to promote the innovative ability of equipment manufacturing industry from the aspects of reducing innovation cost, resolving innovation risk and transforming innovation achievement. A suitable fiscal policy should be made for the innovation and upgrading of equipment manufacturing industry in Jilin in order to make this industry bigger and stronger. Thus, the equipment manufac- turing industry will develop more smoothly and quickly.
