近年来民营经济在中国的发展遇到越来越多的问题,很多人从民营经济发展的内外环境和自身经营状况来给出答案,也有人认为目前＂国进民退＂和政府对国有企业的扶持抑制了民营经济的发展。民营经济发展到底存在哪些问题？本文结合中国经济转型期的现实,把政府主导、国企垄断和民营经济发展放入同一个逻辑框架内来分析。研究发现,地方政府行为对民营经济发展有积极作用,而国企垄断对民营经济的发展则具有明显的＂挤出效应＂。而且,政府主导与国企垄断的结合体——行政垄断更是制约民营经济发展的重要障碍。另外,由于中国各个地区的市场化程度存在较大差异,导致上述影响表现出显著的地区性差异。

英文摘要：

In recent years, the development of private economy encountered more and more problems in China. It is justifiable that many people gave the answers based on the in-external environment and their own operating conditions. Also suggested that the current ＂the state advances as the private sector retreats＇and helping hand for state-owned enterprises suppressed the development of private economy. What exactly the problem this really needs to be done further. Considering the reality of China＇ s economic transition, this paper put the government-led, state-owned monopoly and private economic development into a single logical framework to reveal. The study found that local government actions have positive effect on private economic development, while the state-owned monopoly has significant＂ crowding out＂ effect. Moreover, administrative monopoly is an important obstacle to the development of private economy. In addition, the result showed significant regional differences. This policy implication is that in the present circumstances open market as soon as possible, efforts to eliminate state-owned monopoly and administrative monopoly, which is an important prerequisite for the development of private economy.
