The planning environmental impact assessment of the mine region development was one of the research focuses in the environmental impact assessment at present. The implementation of the planning environmental impact assessment can effectively control total emission quantities of all kinds of area pollution and the pollutants from the source and prevent the regional environmental pollution and the ecological damage. Taking Huainan Panxie mine region as the example, the paper discussed the key point of the planning environmental impact assessment of the mine regional development, which includes rationality analysis of mining area planing content, the suitability analysis of overall plan, ecological environment impact assessment, ground water impact assessment and analysis of environment sensitivity point on surface subsidence area. Especially, the rationality analysis of mining area plan content stressed the mining area layout, the structure and the scale rationality analysis.
