中国城镇基本养老保险覆盖了绝大多数企业单位人员，但个体工商户、灵活就业等从业人员的覆盖面却很小，尤其是乡村职工、农民工等群体还被排斥在制度之外。这直接导致制度缺乏效率、社会统筹基金不足以及部分劳动者缺乏养老保障等问题。本文以辽宁为案例对基本养老保险覆盖面的问题进行了研究，并提出应采取有效措施扩大基本养老保险覆盖面，以建立养老保障的长效机制。

Social pension system has covered the most urban workers of the state-owned enterprises and collectively-run enterprises in China, but the coverage of the Individual Business and the part-time workers is very low, the rural workers and peasant workers particularly have not almost covered. It make some problems that social pension system has lack of efficiency, pension funds is insufficient and some workers maybe lack of pension security in the future. This paper analyzes the extending coverage of pension system as a case study of Liaoning province, and suggests to carry out some strategies to extend coverage of pension system for establishing long effective mechanism of pension security.
