In consideration of water resources shortages and the fact that the direct water consumption of an industry can＇ t completely reflect the dependence of the industry on water measurement method are put forward. Moreover, based on resources, the idea of a water-utilization linkage and its an empirical study, comprehensive consideration of the industry linkage （the influence coefficient and sensitivity coefficient） and total water consumption, some optimization measures of the domestic industry structure are as follows： realizing the water-saving effects of an industry-wide water-utilization linkage system, adjusting the intemal industrial structure of agriculture, developing the industrial sectors that have a great economic impact and low dependence on water resources, and promoting the upgrade of the intemal structure of the tertiary industries.
