权力分散而导致的碎片化是中国食品质量安全监管中的一个重要问题,而倡导跨界合作的整体性治理理论为中国食品质量安全监管提供了一种新的思路。在回顾整体性治理理论基本思想的基础上,阐述了整体性治理理论视角下食品质量安全监管的适用性,进而提出基于整体性治理理论的食品质量安全监管对策。研究表明,一方面要建立"横向到边、纵向到底"的协同监管机制,打造全覆盖的食品质量安全监管网,另一方面要培育第三方监管力量,并基于整体性治理理论,建立以政府为主导,多元主体协同治理的中国食品质量安全监管模型,保证食品质量安全。
The fragmentation caused by decentralization is an critical problem of food quality safety supervision in China,and yet,the holistic governance theory provides us an new idea for food quality safety supervision in China. On the basis of reviewing the basic ideas of holistic governance theory,the paper described the applicability of holistic governance theory for the food quality safety supervision. The research shows that for the sake of ensuring food quality safety,on the one hand,a coordinated supervision mechanism should be constructed and an overall food quality safety supervision network should be built,on the other hand,the third party supervision power should be cultivated. Government- led and multi- subject cooperative governance food quality safety supervision model should be constructed in China.
