Innovate the industry-university-institute cooperation mode,and implement the transform from enterprise technology based needs to industry technology based needs,from point-to-point distributed cooperation to network integrated cooperation,from one-way transfer of technical knowledge to two-way interaction,from contractual operation total-in-one cooperation is the fundamental way to make the breakthrough in industry key technology and promote the core competitiveness of emerging industries.In order to construct the strategic emerging industries development based industry-university-institute cooperation,not only need to clarify the target and emphasis of industry-university-institute cooperation according to character of strategic emerging industries in different development phase;but also need to make a technology roadmap for strategic emerging industries scientifically,promote the initiatives and ability of enterprise to innovate,make an effort to create a diverse regional emerging industry network,and strengthen the policy guidance and market cultivation.
