The unconventional incident refers to the emergency whose precursor is not sufficient, with obvious complexity and potential secondary harm as well as serious damage, and which can not be well disposed by conventional management modes; the emergency management focuses on monitoring and early warning and the response to the command. Whether natural disasters, accident disasters, social security incidents, public health events or other kinds of unconventional emergencies, will all bring harm to people＇s lives, property, political stability and so on. In order to better take emergency measures, we need to make a reasonable prediction of emergency resources, select the appropriate Central Government reserves of rescue goods and materials, and optimize the emergency resource scheduling when the incident happened and after it.
