信息技术的快速发展,给互联网运行与信息安全带来了挑战.而我国,网络立法的进程尚未跟上网络技术的发展,面对互联网上涌现出的网络犯罪、网络侵权、恶意攻击等现象,立法现状不能满足信息网络健康发展的要求.本文结合我国的立法现实情况,借鉴国外成功的经验,为提高完善网络立法的质量和拓展网络法制建设的途径提出了对策及建议.

英文摘要：

The rapid development of informational technologies brings challenges for the network operation and informa- tional safety.However,the development of network technologies outgrows the process of network legislation in our country. Thus,the current situation of legislation cannot meet the requirements of the healthy development of information net- works,faced with problems such as network crimes,network infringements and malicious attacks emerging on the Internet. In this text,countermeasures and advice are proposed to perfect the quality of network legislation and to broaden the building of network laws with the current situation of legislation in our country being considered and successful experi- ences in foreign countries being referred.
