耕地利用综合效益是耕地粮食生产、社会保障和生态服务等功能的综合体现,反映特定土地产权制度与农地经营模式下耕地的综合产出能力。本文基于系统理论提出耕地利用系统框架,构建耕地利用综合效益评价模型,对富锦市垦区与农区耕地利用综合效益进行对比分析。结果显示∶1利用从经济、生态、社会3个方面构建由气候等12个要素组成的耕地利用系统,能够较为清晰地阐明耕地功能与效益内在关系;2受土地所有权、使用权和经营权等土地产权影响,农区综合效益高于垦区,农区社会效益明显高于垦区,垦区生态效益却显著高于农区,垦区经济效益略高于农区;3在农业生产和制度改革方面,垦区与农区应相互借鉴∶垦区适度放宽农业生产管理行为,增强职工自主权,促进农地使用权流转;农区适当加强农田水利和生态环境基础建设,提高抗御自然灾害能力。
Cultivated land use comprehensive benefits present the complex synthesis of agricultural production capacity, social security functions and ecological service functions. Within special land property systems and farmland management, cultivated land use comprehensive benefits indicate the integrated agricultural production capacity of the human-land-environment. Here, we established a framework of cultivated land use system using systemic theory and built an appraisal model of cultivated land use comprehensive benefits to analyze differences in benefits between rural and reclamation areas in Fujin city. We selected twelve factors from three aspects (economy, society and ecological environment) including climate, hydrology, rock, soil, organism, capital, technology, material, operator, technician and manager to establish a framework for the cultivated land use system. The proposed framework reveals the relationship of cultivated land use benefits and cultivated land functions by interacting agricultural factors. The comprehensive benefit of cultivated land use in rural areas is higher than reclamation areas. The social benefit in rural areas is higher than for reclamation areas, but ecological and economic benefits of the reclamation area are higher than those of the rural area. In the process of agricultural production and land reform, the two areas need help and communicate their agricultural experiences to each other. The ecological function of rural areas is so weak that the rural area could moderately relax agricultural management by enhancing worker autonomy and promoting cultivated land use right transformation. The social security function of the reclamation area is weak and these areas could strengthen infrastructure investment to improve the ability to resist natural disasters.
