This paper extensively discusses the current failure criteria for anti-seismic structures and points out the drawback. A method of how to thoroughly study the failure criteria is presented. Performance-based anti-seismic design should be established on the basis of probability because the ground motion and the structural performance are random and uncertain. Failure criteria are powerful tool that can measure the structural damaged degree and should also be formed on the basis of probability.
