英文摘要：
Based on the estimation of the Fenhe River valley environment water demands,the water utilization rate of the upper,the middle and the lower reachers of the river should be limitied whith 18 %,44 % and 34 %.To the water safety question coursed by long-term excessive development,some suggestions are given to help solve the water safety and the envirmental water demand problem.
