Technological SMB financing difficulty is a major problem to restrict its development, and government intends to solve this problem by set up the special fund of science and technology financial, so that they can better service for technological SMB. Financial guidance fund of science and technology in our country are mainly equity financing pattern to attract social capital support the development of the enterprise. Establish risk pool is a joint government and financial institutions to serve the technological SMB mode as bond financing. Through fiscal investment, cooperative financial institution arrangement of credit funds in proportion, it overall enlarges the credit limit, risk-sharing, benefit-sharing, and improves enterprise financing difficulty problem. Suzhou, Chengdu, as the modes of venture capital pool first cities, their running effect is remarkable. This paper discusses it as a case study about the purpose and the operation mode of venture capital pool.
