To understand the implementation of the actual effect of the grassland ecological subsidy and incentive mechanism, the authors participated in the special investigation group commissioned by the Ministry of Agriculture, and investigated the live- stock shed construction,which is a general concem of local farmers. This article describes the background of solar greenhouse construction for livestock in Tibetan areas of Sichan province under Grassland Eco - compensation Policy, and summarizes basic features of the status of solar greenhouse for livestock, then points out the main problems in their design and construction, and fi- naUy gives the basic policy principles and specific design strategies.
