Information disclosure between the governments at the same level is a dynamic process of mutual influence. Firstly, this paper analyzes the behaviour characteristics and interests of the information disclosure between the governments at the same lev- el. Then, the paper researches on the behaviour rules of the two groups by using evolutionary game model, in order to analyze the equilibrium strategy of information disclosure between governments at the same level. Finally, the paper proposes some relevant rec- ommendations to promote the information disclosure between the governments at the same level.
