针对目前信息导航系统在导航效率和质量上存在的问题，分析了政务门户导航的特点，提出了一个基于XTM的政务门户知识关联导航系统模型。在XTM的基础上引入了关联量化和权限控制机制，系统实现了导航控制，缩小了检索空间，提高检索效率，并可以为用户提供全面、个性化的导航服务。实验表明该系统具有较好的导航效果。

英文摘要：

Focusing on the problems on effectiveness and efficiency of current navigation system, this paper analyses the characters of E-Government portal and a XTM based E-Government knowledge navigation system model was proposed. Association measurement and authentication control mechanism are imported to the system which can implement navigation control, reduce the search space, improve the search efficiency and provide comprehensive and personalized navigation service. The results show that the system has a good effectiveness and efficiency of navigation.
