The urbanization process after economic reform has huge impact over the rural - urban dual structure, which is yet far from totally abolishing. The economic reform has been deeply advanced, and yet this is not the case for the comprehensive reform of a unified rural - urban plan. Under a new situation, it is essential to speed up such reform. We should make the urbanization as a main thread in this reform, and strive to construct ＂a trial chain＂ which penetrates through the whole process of urbanization of rural population.
