Bin Liu, received the B.Sc in Mathematics from Henan University (HNU), China, in 1994, the M.sc in Economic Management from Henan Agricultural University (HNAU), China, in 2002, and PhD in Management Science and Engineering from Nanjing University of Aeronautics and Astronautics (NUAA), China, in 2005. He is currently a post-doctor in Control Science and Engineering at NUAA, and also is the Associate Professor and Director in the Department of Management Science of HNAU. He is the member of Chinese Systems Engineering Society, and the member of Chinese Computer Society. His research fields include supply chain management and grey system theories. He has published 38 scientific papers in some journals and international conferences, such as IEEE Transaction on Systems, Man and Cybemetics, part A: Systems and Humans, the Chinese Joumal of Management Science, and Systems Engineering, et al.Liubhnau@ 163. com Jian Chen, received the B.Sc. degree in Electrical Engineering from Tsinghua University, Beijing, China, in 1983, and the M.Sc. and the Ph.D. degree both in Systems Engineering from the same University in 1986 and 1989, respectively. He is Professor and Chairman of Management Science Department, Director of Research Center for Contemporary Management, Tsinghua University. Dr. Chert has over 180 technical publications and has been a principal investigator for over 30 grants or research contracts with National Science Foundation of China, governmental organizations and companies. His main research interests include supply chain management, e-commerce, decision support systems and information systems, forecast and optimization techniques. He is a senior member of IEEE and a member of INFORMS. He serves as Chairman of the Service Systems and Organizations Technical Committee of IEEE Systems, Man and Cybernetics Society (2002-), a member of the Standing Committee of Systems Engineering Society of China, a member of the Standing Committee of China Information Industry Association and a member of t
