为研究船舶引航系统在新模式下的运行规律,解决系统需求稳定状态的人力资源安全配置问题,以复杂适应系统(CAS)理论为基础,采用多主体建模的思路和方法,建立引航人力资源安全配置模型。以Anylogic软件为仿真平台,根据船舶属性统计规律,通过模拟船舶、引航员、管理部门及其相互关系来表现系统运行过程。结合某引航机构所辖12个站点的作业需求进行仿真,获得其人力资源安全配置的最低数量和结构。结果表明,其现有引航人力资源数量和结构满足系统新模式运行的需求;检验显示,模型可靠。
In order to study the operational law of harbor pilotage system under new operation mode and solve the issue of pilot manpower resource safety allocation under steady systematic needs,a pilot safety allocation model was built on the basis of theory of complex adaptive system( CAS) using the multi-agent method. Operation process of pilotage system was displayed using the Anylogic platform. Pilotage needs were simulated by using of the model for 12 sites of a certain pilotage institution. Their pilot resource and composition were obtained. The results show that their current human resource allocation( including the number and the composition) can meet needs of the system under new operation mode. The validity test indicates the reliability of the model.
