通过构建数理模型,研究腐败和政府R&D投入对技术创新效率的影响机制,结果表明:腐败对技术创新效率具有负向影响;存在腐败时,政府R&D投入对技术创新效率的影响可以分解为负向的规模效应和正向的结构效应,最终结果依赖于两种效应的净效应;政府R&D投入对腐败和技术创新效率的关系具有调节作用,且调节效应一般为正,即政府R&D投入增加弱化了腐败对技术创新效率的不利影响。以2000_2009年中国高技术产业省际面板数据为样本,采用DEA—Malmquist指数测度技术创新效率,运用动态面板系统GMM方法进行实证分析,验证了理论结论。
This paper analyses the influence mechanism of corruption and govemment R&D expenditure on technical innovation efficiency, and the result shows that Corruption plays a negative effect on innovation efficiency. When corruption exists, the effects of government R&D expenditure are divided into the negative scale effect and the positive structure effect. Government R&D expenditure plays a positive adjustment effect on the relationship of corruption and innovation efficiency. This paper applies DEA-Malmquist productivity index to calculate technical innovation efficiency of High-Tech industry from 2000 to 2009 in China, and u- ses dynamic panel system GMM estimation to analyze the effects. Empirical results are consistent with theo- ry hypothesis. Suggestions are proposed at last.
